Victory Cigar, a cigar bar and lounge at 615 Boston Post Road in Sudbury, failed to renew its tobacco permit and as a result the tobacco permit is deemed permanently surrendered according to Sudbury Health Director Vivian Zeng. Zeng reported to the Board of Health on February 5 that Victory Cigar failed to renew their permit despite efforts of the Health Department to contact them, and a 30 day grace period that has now expired. In-person visits to Victory Cigar by Town staff reportedly confirmed that the bar and cigar retailer appeared to be closed, but the owner of Victory Cigar has not responded to their outreach. Sudbury Weekly contacted the business owner and the property owner and did not receive a response by the time of publishing this article.
Sudbury’s tobacco regulations, as cited by Zeng, require that the permit be permanently retired in the event it is not renewed. The total number of allowable tobacco permits in Sudbury is then automatically reduced by one as a result. Here’s the relevant portion of the regulations:

Victory Cigar has been a fixture in the Dudley Square plaza for multiple decades, even after a change of ownership in the early 2000’s. It originally opened in 1998 according to the MetroWest Daily News.

Though business turnover is not uncommon in Sudbury’s commercial properties, the Dudley Square plaza has had a fairly stable base of tenants in recent years. One of the more recent openings in the plaza is Xin Xin Spa. Tremont Auctions, AudioArt and a hair salon also operate in the plaza.
