The Sudbury Finance Committee voted unanimously on April 6 not to recommend the creation of a vocational education stabilization fund at the upcoming Annual Town Meeting. In a 0-7 roll call vote, the committee opted against supporting Article 13, expressing reluctance to tie up town money for a reentry into a vocational district that remains largely hypothetical.
The stabilization fund was proposed as a proactive financial measure to help Sudbury handle the significant buy-in costs associated with joining a vocational school district, such as Minuteman Regional Vocational Technical High School. The Select Board is currently in early conversations with Minuteman about potentially rejoining the district.
Currently, Sudbury does not have a formal agreement to join Minuteman or any other vocational district, and any future partnership would still require acceptance from other member communities.
The lack of concrete commitments was a recurring theme. Assistant Town Manager Victor Garofalo explained the thinking behind the stabilization fund, the process for rejoining a district, and that Minuteman was impressed by Sudbury’s efforts with the stabilization fund.
Garofalo also confirmed “Again, we don’t have any date, there’s no commitment, this is just all talks that are going on.”
Co-Chair Mike Ferrari added towards the end of the discussion “The Finance Committee’s position is not about support for vocational education, it’s about whether we should, at this time, create this fund as conceived, with the target attached to it, and to tie up the money.”
For the Finance Committee, the core issue came down to fiscal flexibility versus preparation for uncertain events. Co-Chair Mike Joachim effectively summarized the board’s primary reservation before the vote.
“These issues, whether we’re accepted or not… it’s all about, do we want to lock money into a fund, right?” Joachim asked.
The deliberations concluded with a definitive 0-7 vote, which means the committee does not recommend approval of Article 13 to voters at the upcoming Annual Town Meeting. Full discussion at 2:02:20 below.
