During the September 24 meeting of the Sudbury Planning Board, the Town’s Director of Planning and Community Development, Adam Burney, walked the board through a proposed approach for implementing the recommendations made in a recent Route 20 Corridor Study.
Burney told the board that focusing on the action items associated with the current Village Business District, which includes the area around the Mill Village Plaza, are top priorities that would unlock the ability to execute on later action items and recommendations.
Burney presented a proposed punch list of actions, which are mainly zoning bylaw amendments:

In terms of the first action, to expand the Village Business District boundaries, the Town’s consultant on the corridor study had previously proposed the following expansion to include much of the heart of Route 20 both east and west of Union Avenue:

The board was broadly supportive of Burney’s recommended approach, though they still have time to decide which bylaw amendments to put forward, or not, for an upcoming Town Meeting.
While a Special Town Meeting is expected in December of this year, the Planning Board has consistently opted to act deliberately and with precision rather than to rush bylaw amendments in recent years. With regard to the Route 20 Corridor Study, members have already expressed a desire to have robust communication with the community before taking action, making it more likely that any articles for bylaw amendments would come at the 2026 Annual Town Meeting at the earliest.
