The second night of Sudbury’s Annual Town Meeting started with the most exciting part of any Town Meeting warrant—the bylaw update articles.
Here’s the rundown of the votes:
Article 20 — Amend General Bylaw Chapter 11, Capital Planning
There wasn’t much discussion before this one passed 109-77. It also indicated lower turnout on the second night of Annual Town Meeting, at least at the start.
Article 21 — Amend General Bylaw Chapter 5, Council on Aging
This one passed 121-72.
Article 22 — Modification of Zoning Bylaw Section 4300 Wireless Services Overlay District
This one failed 107-118 after lengthy deliberation in the hall. This article required support from two-thirds of the hall to pass, and fell short of a simple majority.
Article 24 — Amend Regional Agreement Lincoln-Sudbury Regional School District (LSRSD)
This one passed 193-31.
Article 26 — Acceptance of Easements for Rail Trail Parking and Drainage
This passed 172-19.
Article 27 — Public Works Consolidated Capital Articles
Article 27 was a bundled article of 6 projects. None of them were pulled off for presentation and discussion. It passed 196-14.
Article 28 — Combined Facilities Town & School Consolidated Capital Projects
This article passed 201-10.
Article 32 — DPW Garage Concrete Floor Replacement
This one passed 190-34.
Article 33 — Authorization to Proceed with the Ephraim Curtis Middle School Solar Canopy
The clicker system malfunctioned during the vote, but a hand vote was declared unanimous by the Moderator and this article passed.
Article 34 — Authorization to Proceed with the Haskell Field Solar Canopy
This article passed 166-60. There was robust discussion in the hall.
Article 35 — Authorization to Proceed with the Police Station Solar Canopy
This one required no discussion in the hall, and it passed 181-20.
Article 36 — Community Preservation Act Fund Consolidated Budget
This was another bundled article with several projects inside. The hall pulled just one project— Art Installations Along the Bruce Freeman Rail Trail—and voted first on all the other projects in the article. The vote for all items excluding the rail trail art passed 181-21.
A presentation of the Art Installations project followed, as did deliberation in the hall. It passed 125-82.
What’s Next?
Town Meeting will continue on Wednesday, May 6 at 7 p.m. There are three articles remaining. Two of them are citizen petitions. The warrant is available here.
